This screens allows you to select the appropriate program you would like to access.   To access an application, select the appropriate radio button to the left of the name and click on the continue button.

If you receive a message that you can not access a particular application then you may not have set up you user profile correctly.  You may access the User Profile screen by clicking the hyperlink on the selection page.  You may need to enter a facility ID and/or additional information in section IV of the user profile to access a particular application.   Please see the help on the user profile page should you require additional information.

AIR Programs:

General Permits:  The general permit system allows companies to register for air general permits on line.  A General Permit is a pre-approved permit and certificate which applies to a specific class of significant sources. By issuing a General Permit, the Department indicates that it approves the activities authorized by the General Permit, provided that the owner or operator of the source, registers with the Department and meets the requirements of the General Permit. If a source belongs to a class of sources which qualify for a General Permit and the owner or operator of the source registers for the General Permit, the registration satisfies the requirements of NJAC 7:27-8.3 for a permit and certificate. General Permits are available for the following sources: 

  • Bulk Solid Materials Receiving and Storage Systems

  • Confined Abrasive Blasting Equipment

  • Woodworking Equipment

  • Storage and Transfer of Service Station Fuels at Gasoline Dispensing Facilities

  • Emergency Generators

  • Boilers Less Than 10 Million BTU/Hr

  • Stationary Non-Floating Roof Storage Tank(s) Storing Volatile Organic Compounds (VOCs)

  • Site Remediation Activities for Gasoline Contamination at Vehicle Fueling Stations

Excess Emission Reports:  The Excess Emissions Report section allows companies who operate CEMS (Continuous Emission Monitoring System)  and COMS (Continuous Opacity Monitoring System) to electronically submit required reports to the Department.  This application generates a facility specific spreadsheet which the user may download, complete and upload to the NJDEP.

Permit/Certificate Renewals:  The Permit/Certificate Renewal system allows facilities to renew and pay for pre-construction air permits/certificates on line.

Community Right-to-Know Program:

The Community Right to Know Survey is an annual inventory of environmental hazardous substances which are stored, produced or used at a place where business is conducted (facility) in the State of New Jersey.  This annual report is required by state and federal laws. The information collected is available to the public and to emergency responders such as police and fire departments.  It is also used to supplement other regulatory programs within the state and to facilitate proper planning for a response to an emergency at a facility which may threaten the surrounding community or environment.

Common substances often associated with business activities may pose a hazard to human health and the environment.  Therefore, inventory reporting is not limited to establishments engaged in heavy chemical use.

Underground Storage Tank Programs:

Initial Registrations: Any person that owns or operates an Underground Storage Tank System is required to submit a Facility Certificate Questionnaire in order to register their system (N.J.A.C. 7:14B-2.2). Upon submission of a complete questionnaire and payment of the required fee (see N.J.A.C. 7:14B-3.2), the NJDEP will issue an Underground Storage Tank Registration Certificate for the subject facility.

This menu selection pertains specifically to registering a facility's underground storage tank system for the first time.

Registration Modification: Any person that owns or operates an Underground Storage Tank System is required to amend a facility's registration to reflect any modification of any information included in the Facility Certificate Questionnaire (N.J.A.C. 7:14B-2.2(f), -2.3 & -2.4). Any change in status to the underground storage tank system since the initial registration or a previously submitted registration modification is required to be reported.

Modifications include but are not limited to the following:

  1. The sale or transfer of ownership of a facility
  2. The substantial modification of a facility underground storage tank system
  3. A change in the type of hazardous substances stored at the facility

This menu selection pertains specifically to modifying the registration of a facility that has their underground tank system already registered. Registration modifications can be processed at anytime.

Renewal (Renewing a Registration): Any person that owns or operates an Underground Storage Tank System is required to renew their Facility Registration on a three year certificate cycle and after receiving an invoice from the NJDEP. The Facility Certification Fee of $100.00 and submission of a Facility Certificate Questionnaire is required in order to renew a Facility's Registration.

This menu selection pertains specifically to renewing a Facility's Registration Certificate after they have been notified by invoice that their current registration certificate is about to expire.

Underground Storage Tank Closures/ Notice of Intent to Close an Underground Storage Tank System: NJDEP online allows applicants to instantly notify the Department of proposed closure activity of regulated Underground Storage Tank Systems by using this electronic submittal application. Notification of Intent to Close an UST system is a requirement of N.J.A.C. 7:14B-9.

At the conclusion of this electronic submittal you will be able to print the document entitled CLOSURE - NOTICE OF INTENT. This document gives you authorization to close the UST(s) and/or the piping. Closure may begin anytime after the EARLIEST DATE OF CLOSURE specified in the document provided it is prior to the EXPIRATION DATE and that all municipal and county authorizations have been obtained. The document also references the Facility ID#, the TMS# and the Activity #. These three numbers are used by the Department to identify the document and the facility. Please reference these three numbers in all correspondences.
